AI Optical Interconnect: The ELS Bottleneck vs the Pluggable Reality

Two reports landed within a week of each other and they point in opposite directions. One says the external laser source is the bottleneck holding back integrated photonics. The other says the architecture everyone is excited about is not what customers are actually buying in volume. Both can be true — and that combination is what makes ordering decisions hard right now.

On 25 September 2026, C114 published an interview with the chief commercial officer of Photon Bridge on the challenge of volume-producing the external laser source (ELS) used in AI optical interconnect. The report’s framing is straightforward: as AI infrastructure scales from a thousand accelerators to a hundred thousand, interconnect bandwidth pressure keeps rising, and integrated photonics is treated as the way past the power and density ceilings of conventional pluggable modules. The constraint is not the concept — it is producing the light engine at volume, at the yield the architecture assumes.

Three days earlier, on 22 September, C114 reported a LightCounting assessment that reaches the opposite conclusion about what is shipping. The analyst firm described NPO (near-packaged optics) as extremely hot in industry discussion, while stating that pluggable optical modules remain the market workhorse and will continue to do so. Discussion volume, in other words, is not shipment volume.

Reading the two signals together

The apparent contradiction dissolves once you separate the design pipeline from the procurement pipeline. New architectures are proposed, sampled and designed in years ahead of the volume orders that follow them. What LightCounting is measuring is the installed base and near-term purchasing; what the ELS discussion describes is what happens after customers commit to a co-packaged or near-packaged design.

For a sourcing team that distinction has a practical consequence: the safe answer in 2026 is not “pluggable” or “co-packaged”. It is to hold competence in both and keep the inventory exposure in the mature one.

The external laser source moves light generation out of the module. It also moves yield risk into a component that has to be produced in very high volume. Illustration generated for TUOLAN TRADE industry analysis.

Meanwhile, capacity is being added the conventional way

The same week brought two capacity announcements that sit firmly on the mature side of the ledger. On 27 September, C114 reported that Huilv Ecology is expanding its Wuhan optical module base, adding 2 million units of annual capacity. On the same day, Hengtong Optic-Electric disclosed a plan to raise RMB 6.636 billion, directed partly at next-generation fibre projects. On 21 September, China Telecom’s Zhang Chengliang described next-generation fibre and optical modules as jointly forming the foundation of AI compute interconnection — an operator framing both layers as one investment.

Add the demand side and the picture sharpens further: C114 reported on 24 September that global AI glasses shipments in the first half of 2026 were up 263% year on year. That is a different product category, but it competes for the same precision optics, coating and assembly capacity.

So the market is expanding the proven architecture in parallel with developing the replacement. Both are consuming the same supply base of fibre, ferrules, precision optics and test capacity.

What to do when the debate is unresolved

  • Keep your inventory in the architecture that is shipping. Pluggable modules are where the recurring purchase orders are. Treat co-packaged and near-packaged parts as qualification projects with explicit sample quantities, not as stock.
  • Qualify an ELS supplier before you need one. Yield and wavelength consistency are learned from data over time. Being a late entrant when the architecture finally ramps means accepting whatever allocation is left.
  • Write wavelength variation into the specification. For external light sources, batch-to-batch wavelength drift affects downstream coupling and yield in ways that a single sample cannot reveal. Ask for distribution data, not a typical value.
  • Budget for higher-order modulation components. When new builds are constrained, near-term capacity is recovered by pushing more bits through existing fibre. That demand lands on coherent interfaces and the optics behind them.
  • Watch the operator language. When a major carrier publicly pairs next-generation fibre with optical modules, procurement tenders tend to follow with both layers upgraded together. Combining the two in one quotation reduces the customer’s coordination cost and usually improves your position.
